Job Summary

Join our dedicated Monitoring, Evaluation, Learning & Performance team as an M&E Officer. You will play a crucial role in shaping our programme's impact by designing and implementing robust M&E systems, collecting and analyzing vital data, and translating insights into actionable recommendations to drive evidence-based decision-making and achieve organizational objectives.

Key Responsibilities

  • Develop and meticulously maintain comprehensive M&E frameworks, plans, tools, indicators, and reporting systems to ensure robust data collection and analysis.
  • Provide expert support in the development of project logframes, theories of change, results frameworks, and precise performance indicators for various programmes.
  • Routinely collect, consolidate, meticulously clean, validate, and rigorously analyze programme and project data using appropriate statistical and qualitative methods.
  • Conduct regular monitoring visits to project sites to assess implementation progress, verify outputs and outcomes, and ensure quality standards are met.
  • Proactively track project performance against approved targets, established indicators, detailed work plans, and allocated budgets, highlighting any deviations.
  • Maintain accurate and up-to-date databases and M&E information management systems, ensuring data integrity and accessibility.
  • Prepare clear, concise, and periodic M&E reports, dynamic dashboards, performance summaries, and impactful management briefs for internal and external stakeholders.
  • Identify critical performance gaps, implementation challenges, emerging trends, and potential risks, then recommend timely and effective corrective actions.
  • Support the design and execution of various assessments including baseline, mid-term, end-line, outcome, and impact evaluations to measure long-term effects.
  • Develop and effectively administer diverse data collection tools, including questionnaires, checklists, and standardized reporting templates.
  • Ensure exemplary data quality through regular verification processes, spot checks, audits, and validation exercises to guarantee reliability.
  • Provide comprehensive support to programme teams, enhancing their understanding of indicators, data requirements, reporting standards, and overall M&E processes.
  • Systematically document lessons learned, best practices, compelling success stories, and significant programme outcomes for organizational learning and dissemination.
  • Actively participate in programme reviews, evaluations, key learning events, and essential stakeholder meetings, contributing M&E expertise.
  • Support timely and accurate donor reporting by providing validated performance data and compelling evidence of programme achievements.
  • Ensure all M&E activities strictly comply with organizational policies, donor requirements, and relevant international standards for monitoring and evaluation.
  • Champion and promote the strategic use of data and evidence in programme planning, adaptation, and decision-making processes across the organization.
  • Perform other duties as assigned by the supervisor to support the overall objectives of the M&E department.

Qualifications

  • Bachelor's degree in Statistics, Economics, Development Studies, Monitoring & Evaluation, Social Sciences, Public Health, Project Management, or a closely related field.
  • A postgraduate qualification in Monitoring & Evaluation, Data Analytics, or Development Studies is a significant advantage.
  • Typically 2–5 years of demonstrated relevant experience in M&E, programme management, research, data analysis, or project implementation.
  • Experience working with development programmes, NGOs, government initiatives, financial institutions, or donor-funded projects is an advantage.
  • Proven experience in designing data collection tools and conducting field monitoring activities.
  • Solid experience with both quantitative and qualitative data analysis methods.

Required Skills

  • Proficiency in developing and applying Monitoring and Evaluation frameworks and methodologies.
  • Strong understanding and application of Results-Based Management principles.
  • Expertise in indicator development, tracking, and performance measurement.
  • Skilled in data collection methodologies, ensuring data quality assurance and validation.
  • Advanced quantitative and qualitative data analysis skills, with the ability to interpret complex datasets.
  • Excellent report writing and presentation skills, capable of communicating complex information clearly.
  • Proficiency in Microsoft Excel for data manipulation and analysis, and PowerPoint for presentations.
  • Familiarity with Power BI, Tableau, SPSS, Stata, R, KoboToolbox, ODK, or DHIS2 is an advantage.
  • Competence in database and information management systems.
  • Experience in survey design and implementation for various data collection needs.
  • Strong analytical and critical-thinking skills to identify trends and draw conclusions.
  • Exceptional attention to detail and a commitment to data accuracy.
  • Effective communication and interpersonal skills for engaging with diverse stakeholders.
  • Robust problem-solving and decision-making abilities to address M&E challenges.
  • Demonstrated ability to translate complex data findings into practical, actionable recommendations.
  • Strong organizational and time-management skills to handle multiple tasks and deadlines.
  • Ability to work both independently with minimal supervision and collaboratively as part of a multidisciplinary team.

Working Conditions

This is a full-time position based at our organizational office. The role requires regular office presence but includes a willingness to undertake field visits as required to conduct monitoring activities, assessments, and engage with programme beneficiaries and partners.
